A professional spy enters Tehran disguising as a photographer to cause a series of mischief. Soon, a group is formed to track the spy. Careful investigations on the documents he has left behind reveal a copy of a slide which contains the words 'Victory Time' and three dots which make the number '7' when connected. Following this clue leads to new details. The police pursue the spy until they finally catch him at the border.
