During the reign of the last Qajar king, Reza Tofangchi who is the hunter of Moayeroldolleh, becomes a member of the Reprimand Committee via Abolfath Mirza the bookbinder who has come from Tabriz to Tehran with his wife and child Aslan and is one of the active members of the group. Mirza explains the difficulties of the poor people of the society for Reza who has been isolated for years just hunting. He tells Reza these problems are all due to the government and convinces him to cooperate with them in assassinating individuals who are believed to betray the country. The first person who is assassinated is Esmaeilkhan, the head of cereal organization who has devoted the cereal required by the people to Britain. Reza who has not found himself yet and is not so deep in his goals, returns to wine drinking again and reveals the secrets of the committee to Shaban Ostokhani while he is drunken. When he goes into a struggle with Shaban and his men, he finds out that he is also one of the members whom the group has exploited. Members like Shaban cause Reza to think again and to hesitate. The second person Reza kills is Matinosaltaneh, the head of The New Era newspaper who severely opposes the committee. He disguises as a woman and kills Matinosaltaneh in a party held for women while he is giving a speech. Another time, he goes to assassinate Mozaffarkhan who is known as Hezardastan but he survives by paying some money to the committee. In another terror, Shaban kills the deputy of supply branch in a barbershop. The next victim of Shaban is Reza Tofangchi who has to be killed because of revealing the secrets of the committee. Mirza tells Reza about this before he separates from the group. Mirza leaves the group because they have some relations with Hezardastan. Reza makes a plot to throw Shaban and his men in a well and he returns Tehran quickly.
